市级社保经办机构接受省级社保经办机构的指导,管理和规范辖区、县社保经办业务,是社保经办管理体系中承上启下的机构。当前,制约市级社保经办机构能力提升的重要原因之一是管理体制不能适应工作需要。
The municipal social security agencies accept the guidance of the provincial-level social security agencies, manage and regulate the area and county social security operations, which are the institutions that are under the management of social security agencies.
