国务院防治艾滋病工作委员会办公室主任、卫生部副部长王陇德讲解-- (一)强调政府在防治工作中的职责。《条例》强调政府及其有关部门在艾滋病防治工作中的主导作用,明确了政府在防治工作中的领导职责。今后政府如不作为将违法。全社会和人民群众会进行监督。 (二)突出全社会参与,充分发挥社会力量在艾滋病防治工作中的作用。《条例》规定各级人民政府和政府有关部门应当采取措施,对工会、共青团、妇联、红十字会等团体,以及居民委员会、村民委员会、其他有关组织和个人依照本条例的规定,以及国家艾滋病防治规划和行动计划的要求,参与艾滋病防治工作,给予鼓励和支持。 (三)突出反歧视,保护艾滋病病毒感染者和艾滋病病人的权益,同时也明确了其法律责任。

(3) To highlight anti-discrimination, protect the rights and interests of people living with HIV and AIDS, and also clarify their legal responsibilities.
