西藏山南地区是一个自然条件恶劣，经济不发达，一直享受中央特殊照顾的财政特困地区。多年来，一批批援藏干部为促进该地区的经济发展和社会全面进步作出了积极的贡献，涌现出许许多多孔繁森式的模范援藏干部。根据湖北省委安排和省财政厅党组决定，１９９８年５月，周学武同志带着湖北省财政厅党组和全厅干部职工的厚望，赴藏任山南地区财政局副局长。在自然条件恶劣和土水不服等困难面前，他立足平凡岗位，注重调 查研究，积极探索山南财政解困的新路子，以锐意开拓的创新意识、勤奋实干的敬业精 神，为山南经济建设献计献策，在藏族人民和广大援藏干部心目中树立了湖北财政人的良好形象，正如他自己所说的那样——选择西藏，就是选择了奉献。他的这种精神，值得我们每一位财政干部职工学习。（湖北省财政厅人事教育处）
The Shannan region of Tibet is a financially impoverished region with poor natural conditions, underdeveloped economy and special enjoyment by the Central Government. Over the years, a batch of cadres helping cadres in Tibet have made positive contributions to the promotion of economic development and overall social progress in the region, and many multitudinous and enthusiastic model cadres aiding Tibet have emerged. According to Hubei Provincial Party Committee’s arrangements and the decision of the party committee of the Provincial Department of Finance, in May 1998, Comrade Zhou Xuewu went to Tibet as deputy director of the Shannan Bureau of Finance with the great hopes of the cadres and workers of party groups and entire chambers in Hubei Provincial Department of Finance. In the face of such harsh natural conditions and difficulties in handling soil and water, he set foot on his extraordinary posts, paid attention to investigation and study, actively explored a new path for the financial difficulties in Shannan, pioneered the pioneering spirit of innovation, hardworking and dedicated professionalism, In the eyes of the Tibetan people and the vast majority of cadres aiding Tibet, they have established a good image of Hubei’s finance people. As he himself said - selecting Tibet is the choice of dedication. His spirit is worth every one of our financial cadres and workers to learn.
