21世纪是充满机遇和挑战的世纪,各国人民热切企盼新的世纪世界能够持久和平与繁荣。但是,伴随着世界经济和政治格局的深刻变化,国际恐怖主义、非法贩卖武器、非法移民、拐卖妇女儿童、洗钱、走私、贩毒、海盗等跨国有组织犯罪活动也越来越呈现出国际化、组织化、智能化的趋势,严重危害国际秩序的稳定和世界经济的发展。特别是恐怖主义已经成为严重的国际公害,是对世界和平与稳定的重大威胁。打击国际恐怖主义等跨国有组织犯罪是国际社会面临的共同挑战。
The 21st century is a century filled with opportunities and challenges. People of all nations are eagerly looking forward to lasting peace and prosperity in the new century. However, with the profound changes in the world economy and politics, international terrorism, illegal arms trafficking, illegal immigration, trafficking in women and children, money-laundering, smuggling, drug trafficking and piracy are becoming increasingly internationalized. Organized and intelligent trend, seriously jeopardizing the stability of the international order and the development of the world economy. In particular, terrorism has become a serious international public hazard and a major threat to world peace and stability. The fight against transnational organized crime such as international terrorism is a common challenge confronting the international community.
