在生态全要素框架下,运用包含非期望产出的DEA超效率SBM模型评价了2000~2010年中国29个省份和3个区域源效率及节能减排潜力。结果显示,不同省份和区域的能源效率有巨大的差别。相比于其他省市,河北、上海、江苏、福建、广东、安徽、河南和湖南能源效率值总大于1;东部能源效率居首,中部次之,西部最后。东部、中部和西部节能减排侧重点不同,中部以煤炭节能为主,西部以天然气节能为主;东部和中部以CO2减排为主,西部以SO2减排为主。针对这种现状,最后给出相应的建议。
Under the framework of eco-total factor, the DEA super-efficiency SBM model with non-expected output was used to evaluate the potential of energy efficiency and emission reduction in 29 provinces and 3 regions in China from 2000 to 2010. The results show that there is a huge difference in energy efficiency among different provinces and regions. Compared to other provinces and municipalities, energy efficiency in Hebei, Shanghai, Jiangsu, Fujian, Guangdong, Anhui, Henan and Hunan is always greater than 1; energy efficiency in the east is highest, that in the middle is second and that in the west is last. Eastern, central and western energy-saving emission reduction focus on different sides, the central coal-saving energy-based, mainly in the western natural gas-saving; the eastern and central CO2 emissions reduction, mainly in western SO2 emission reduction. In response to this situation, the corresponding recommendations are given.
