廉洁文化是党风廉政建设与文化建设相结合的产物,是社会主义先进文化和企业文化的重要组成部分,不仅关系到党风和社会风气的好坏,也关系到国有资产管理体制改革和企业改革发展成败。任何文化的形成都是有一个艰难的过程,但是文化一旦被人接受,其影响则具有根本性、长期性和广泛性。廉洁文化建设就是从文化的深层次规范和影响人们的廉洁行为。近两年来,中央企业认真贯彻落实党中央及中纪委关于加强廉政文化建设的部署和要求,在加快构建惩防体系、深化反腐倡廉工作的进程中加强企业廉洁文化建设。一些企业注重发挥廉洁文化的作用,在加强组织领导、培育核心理念、推进制度创新、引导群众参与、营造反腐倡廉氛围等方面进行了积极探索和实践,取得了可喜的理论成果和工作经验,反映了中央企业廉洁文化建设的现状和水平。本期遴选了一些企业提供的研讨和交流材料,供读者学习参考。
