遂行非战争军事行动,已成为我军应对多种安全威胁、完成多样化军事任务的重要职责,进一步拓展了军队政治工作的领域,也对军队政治工作提出了新的要求。加强非战争军事行动政治工作研究,一是要把“军队为什么要遂行非战争军事行动、非战争军事行动为什么要组织开展政治工作”的基本问题搞清楚。二是要把历史经验总结运用好。建国以来,我军积极遂行抢险救灾、重大公共危机救援、处置突发事件、海难救助、反恐维稳、国际联合军事演习、国际维和、国际救助等重大实践,积累了丰富的实战经验。深入研究非战争军事行动政治工作,更要紧盯现实重大任务,必须在解决以科学发展观指导非战争军事行动政治工作、加强党委对非战争军事行动的统一领导、建立健全非战争军事行动政治工作法规和培养多样化军事人才上下功夫、求突破。
Carrying out non-war military operations has become an important duty for our military to deal with various security threats and accomplish diverse military tasks. It has further expanded the areas of military political work and also set new requirements for the military’s political work. To strengthen the research on the political work of non-war military operations, we must make clear the basic issue of why the armed forces should carry out non-war military operations and why non-war military operations should organize political work. The second is to summarize and apply historical experience. Since the founding of the People’s Republic of China, our army has accumulated rich practical experience in carrying out major tasks of disaster relief and rescue, major public crisis and rescue, emergency disposal, salvage, anti-terrorism stabilization, international joint military exercise, international peacekeeping and international aid. To conduct a thorough study of the political work of non-war military operations, we must also focus more on major tasks in real life. We must resolutely guide the political work of non-war military operations with the scientific outlook on development, strengthen the unified leadership of the party committees in non-war military operations and establish and improve the political operations in non-war military operations Work regulations and training diversified military personnel work hard and seek breakthroughs.
