按照发展社会主义有计划商品经济的要求设计我国经济体制改革的目标模式,建立以“国家调节市场,市场引导企业”的经济运行机制,是现阶段稳定经济,深化改革,完成新旧体制转换的迫切任务。为了完成这一任务,必然涉及到如何根据客观经济环境的变化和深化改革的客观需要,重新认识和确立国家在新经济运行机制中的地位和作用。这是一个涉及改革全局,端正政府行为,真正搞活经济的重大问题。本文以新旧体制转轨过程中国家职能的变化为主线,就建立和完善社会主义商品经济新秩序中,如何发挥国家在商品经济运行机制中的职能作用进行初步探讨。
It is an urgent task to stabilize the economy, deepen the reform and complete the transformation of the old system and the new one at this stage by designing the target mode of China’s economic structural reform in accordance with the requirements of developing a socialist planned commodity economy and establishing an economic operation mechanism featuring “the state regulates markets and markets to guide enterprises” task. In order to accomplish this task, it is bound to involve how to re-understand and establish the status and role of the state in the new economic mechanism according to the objective economic environment and the objective needs of deepening the reform. This is a major issue that involves the reform of the overall situation, the rectification of government actions and the real invigoration of the economy. This article takes the change of state functions in the process of the transition from old to new as the main line, and discusses how to give full play to the functions of the state in the operation mechanism of commodity economy in establishing and perfecting the new order of socialist commodity economy.
