各级政府部门在重大项目决策时往往是自我运作、内部操作,审批决策透明度很低,社会公众对有可能影响自己现有和未来利益的重大项目,决策影响力很小
Government departments at all levels are often self-operating in decision-making of major projects. Internal operation, examination and approval of decision-making transparency is very low, the public has a very small influence on decision-making on major projects that may affect their current and future interests
