民政工作范围大、涉及面广的特点,决定了基层民政部门档案管理种类繁多、数量庞大,涉及方方面面,对普通居民的日常生活有着十分密切的关系。然而民政部门对民政档案的开发利用相对滞后,阻碍了对民政档案的有效利用。文章结合工作实践,主要探讨了对基层民政档案开发利用的意义及其原则。
The large scope and extensive scope of the civil affairs work determine the wide range of archives management of the civil affairs departments at the grassroots level. They involve a huge number of people and involve many aspects. They have a very close relationship with ordinary people’s daily life. However, the development and utilization of civil affairs archives by civil affairs departments lags behind, hindering the effective utilization of civil archives. Combining with the work practice, the article mainly discusses the significance and principle of the development and utilization of the civil affairs files at the grassroots level.
