为了保证大坝安全,许多国家政府颁布了检查大坝建设的法规,这些法规不仅可以用于指导施工和进行设计复查,而且可供施工期及后续工程的检查验收使用。但这些法规各国不同,因此,世界银行已派专人(Mr Lc Moigne)调查整理各国已颁布的法规,其目的是为了编制一套“各国法规概要汇编”,以利其它国家根据需要,参照制订相似的法规,或者初步应用于大坝管理。
In order to ensure the safety of dams, many national governments have promulgated laws and regulations for the inspection of dams. These laws and regulations can not only guide construction and design review, but also be used for inspection and acceptance of construction period and subsequent projects. However, these laws and regulations vary from country to country. Therefore, the World Bank has sent a specialist (Mr Lc Moigne) to investigate and sort out the laws and regulations promulgated by various countries so as to prepare a set of “compendium compilation of laws and regulations of various countries” so as to facilitate other countries to make similar Regulations, or initially applied to dam management.
