“警务”就是为满足人们对基本安全方面的需求而提供的服务。在人类社会的发展历史上,先后出现过农业时代的义务警务、工业时代的社区警务。影响警务形式的因素其决定因素有三个:一是社会盈余财富的规模,二是私人财产的数量,三是社会结构的复杂程度。随着人类社会进入信息时代,私人警务形式已经出现。在这个时代,义务警务、社区警务作为警务形式继续存在,而私人警务将成为占社会主流地位的警务形式。
“Police ” is to provide services to meet people’s needs for basic security. In the history of the development of human society, there have been obligatory policing in the agricultural age and community policing in the industrial age. There are three determinants of the factors that influence the form of police service: the scale of social surplus wealth, the number of private property and the complexity of social structure. As human society enters the information age, private policing has emerged. In this era, compulsory policing and community policing continue to exist as policing forms, while private policing will be the form of policing that takes the mainstream position in society.
