State-owned enterprises: the first round of modern enterprise dream --- modern enterprise system pilot three years back □ Qin Siyu By the end of 1994, the State Council chose to determine 100 state-owned large and medium-sized enterprises to conduct modern enterprise system pilot. In the past three years, these pilot enterprises have met the overall goal of “establishing the leadership system and organizational system framework for all modern enterprise systems by the end of 1997” proposed by the State Economic and Trade Commission.
