对武汉、鹤壁两市村庄进行调查,发现存在着大量的征地补偿纠纷,而现存的征地补偿纠纷解决机制却没有发挥应有的作用,这主要是由于制度层面的某些缺陷和失地农民深受传统意识的影响而存在认识上的偏差造成的。建议在澄清征地补偿过程中不同争议的性质的基础上,构建以行政程序、司法程序救济为主,多元化救济途径并存的体系,并积极促进失地农民传统意识的转变。
