阿鲁科尔沁旗是内蒙古赤峰市北部的一个农牧业旗县,2002年开始在扶贫工作中探索契约化管理,2008年将契约化经验推广到嘎查村级事务管理。深入调研发现,阿鲁科尔沁旗嘎查村级事务契约化管理对于完善农村牧区社会治理机制具有十分重要的价值,是基层民主建设和经济社会管理模式的重大创新。
Arukhor Qin Banner is a county of agriculture and animal husbandry in the northern part of Chifeng, Inner Mongolia. In 2002, it started to explore contractual management in the poverty alleviation work. In 2008, it extended the contractualization experience to the management of village affairs in Gacha. In-depth research found that the contractual management of village affairs in Aruqerqinqi Banner is of great value to improving the social governance mechanism in rural areas and pastoral areas, and is a major innovation in building grassroots democracy and economic and social management.
