Hainan Province is the largest special economic zone in the country. Its establishment is a major policy decision made by the Central Party Committee and the State Council with a long-term view, a new situation that looks at the present international economy, the specific reality of Hainan’s economic development over the years, and the reform of the socialist economic system and political system.
