由中国医院管理杂志社、中国卫生经济杂志社、中国卫生信息报主办、泰安市中心医院协办的全国市场经济与医院发展学术研讨会于1997年10月28～30日在泰安市召开。会议由泰安市中心医院院长袁训书主持,《中国医院管理》杂志主编李师有致开幕词,泰安市卫生局局长白玉翠到会祝贺并讲话。袁训书院长以“坚持以病人为中心,努力探讨深化医院改革新思路”为题介绍了泰安市中心医院的改革发展历程。会议邀请卫生部卫生政策与管理专家委员会委员、哈尔滨医科大学卫生经济学教授杜乐勋作了“关于我国公有制医院产权制度实现形式”的专题报告。 报告指出:我国公有制医院产权制度实现形式是在计划经济下形成的。医院的产权分别隶属于政府主管部门和主管企事业单位,一旦需要进行资产重组,一般都是无偿调转。计划经济体制下的这种行政隶属、直接拥有、独资经营,又能无偿调拨的
The National Symposium on Market Economy and Hospital Development co-organized by China Hospital Management Magazine, China Health Economics Magazine, China Health Information News, and Tai’an Central Hospital was held in Tai’an City from October 28 to October 30, 1997. The meeting was chaired by Yuan Xunshu, Dean of the Tai’an Central Hospital, and Li Shiyou, editor-in-chief of the “Chinese Hospital Management” magazine, made an opening speech. Bai Yucui, Director of the Health Department of Tai’an City, attended the meeting to congratulate and speak. Dean Yuan Xunshu introduced the reform and development process of the Tai’an Central Hospital in the title of “Insist on patient-centered efforts and explore new ideas for deepening hospital reform”. The meeting invited Du Lexun, member of the Expert Committee on Health Policy and Management of the Ministry of Health and Professor of Health Economics of Harbin Medical University, to give a special report on the “Implementation Form of the Property System of Publicly-owned Hospitals in China”. The report pointed out that the realization form of the property rights system of public hospitals in our country is formed under the planned economy. The property rights of hospitals are affiliated with the competent government departments and the competent enterprises and institutions. Once assets are reorganized, they are generally free of charge. This kind of administrative subordination, direct ownership, and sole proprietorship under the planned economic system can be freely allocated.
