随着我国国民经济建设的发展,地震工作的服务领域和范围正在不断扩大。为使与地震有关的事务的处理有章可循,有法可依,用法制促进地震事业的发展,地震立法已势在必行。本文举例说明了地震立法的必要性;提出了地震立法的指导思想和目的以及“七五”期间的地震立法工作。
With the development of our country’s national economy, the service area and scope of earthquake work are constantly expanding. Earthquake legislation is imperative to enable the handling of matters related to the earthquake to be governed by laws and regulations and to promote the development of the earthquake cause by the rule of law. This paper illustrates the necessity of seismic legislation, puts forward the guiding ideology and purpose of earthquake legislation and the seismic legislative work during the Seventh Five-year Plan period.
