在社会快速转型期,“两新”组织大量萌生,社会影响日渐扩大,在政治、经济、文化、社会管理及国际交流合作等领域发挥着重要作用。必须加强党对社会组织的领导,创新社会组织管理体制,从主要依靠行政管理转变为依法分类管理;创新社会组织党建工作,探索建立党的社会工作体系;建立公共财政支持机制,培育和引导社会组织健康、有序发展。
