特立尼达和多巴哥自殖民地时代就建立了自己的地方政府,不同的殖民者对地方政府的管理有着自身的特点。1962年,特立尼达和多巴哥独立,开始自行管理地方政府。特立尼达和多巴哥继承和发展了殖民地时代的地方政府体系,在独立后不断推动地方政府改革,目标是建立起现代化的地方政府体系。本文按照历史发展阶段对特立尼达和多巴哥的地方机构的演变和地方政府的改革做出述评,展示了该国大力推进地方政府现代化的过程。
Trinidad and Tobago has established its own local government since the colonial era. Different colonists have their own characteristics in the management of local government. In 1962, Trinidad and Tobago became independent and began to govern its own administration. Trinidad and Tobago inherited and developed the system of local governments in the colonial era and continuously promoted the reform of local governments after independence with the goal of establishing a modern local government system. This article reviews the evolution of local institutions in Trinidad and Tobago and the reform of local governments according to historical development stages and shows the country’s efforts to promote the modernization of local governments.
