管理人员开发是指组织采取的一系列措施,使管理人员能够适应工作环境的发展和变化。正昊公司本着建立现代企业制度,科学合理规范地进行管理的原则,制订了一系列人力资源开发包括管理人员开发的相关制度,但仍然存在着较为突出的问题,主要表现在:第一,管理人员培训工作及相关职能部门未提高到战略地位,还存在着模糊认识;第二,管理人员选拔方式还处于原始阶段,未实现根本的转变;第三,管理人员培训的内容缺乏针对性,系统培训流程不完善;第四,研究并提出了管理人员开发的许多新理念,但未能真正落实。为解决以上问题,本文设计了其人力资源开发系统模型,见《图1 正昊公司管理人员开发系统模型》,该系统由六个子系统予以支撑,各子系统又分别由不同的运作方案组成,本文仅就前四个系统予以阐述:
Management development refers to a series of measures taken by the organization to enable managers to adapt to the development and changes in the work environment. In accordance with the principle of establishing a modern enterprise system and managing it scientifically and reasonably, Zhengzheng Company has formulated a series of related systems for the development of human resources, including management personnel. However, there are still outstanding problems, which are mainly manifested in: First, The managerial training work and relevant functional departments have not improved to a strategic position, and there is still a vague understanding. Second, the management personnel selection method is still in its original stage, and no fundamental change has been achieved. Third, the contents of management personnel training are not targeted. The system training process is not perfect. Fourth, many new ideas developed by management personnel have been studied and proposed, but they have not been implemented. In order to solve the above problems, this paper has designed its human resource development system model, see “Figure 1 is the company’s management personnel development system model”, the system is supported by the six subsystems, each subsystem is also composed of different operational programs.
