2006年11月1日发布实施的《农作物种子标签通则》(以下简称《标签通则》)作为农作物种子质量重要组成部分,强制性标准规定了农作物种子商品种子标签的标注内容,制作要求还确立了其使用监督的检查范围、内容及质量判定规则。《标签通则》不仅用法定的方式保护种子使用者的合法权益,而且明示种子质量信息,明确种子质量责任,强调诚实守信,防止欺诈。从而为进一步推进种子商品化进程铺平道路,为实现与国际种子市场接轨打下坚实法律基础。
