“国资如何引领创意园区发展”课题组经前期调研,发现国资国企利用存量资产改造,推进创意产业发展的要义在于如何做好园区的产业定位,而如何通过创意园区等现代服务业集聚区来促进上海现代服务业未来大发展则更是首要之举。另外,创意园区建设热潮中,上海各区政府也热忱高涨,如何协调配套于区域经济定位、避免园区同质化和空心化、灵活处置国资国企存量资产成为区级创意产业发展和园区建设的主要问题点。最近课题组分别调研了徐汇区和静安区园区建设的代表企业——上海中誉企业发展有限公司(下称中誉公司)和静工集团。作为共性特征,两区皆为上海市中心城区,区际主导产业十分清晰,由于地处繁华中心区位,商务成本高,土地租金级差明显。不同的是,二者都在这样“寸土寸金”的中心城区或整合产业价值链形成平台效应,或是通过资产盘整置换创新创意园区发展模式,引领和促进区域经济发展。或许,这将代表未来区县国资发展创意产业、促进上海现代服务业发展的趋势。

(hereinafter referred to as the reputation of the company) and Jing Gong Group. As a common feature, the two districts are all urban centers in Shanghai. Interregional leading industries are very clear. Due to their location in the downtown area, the business cost is high and the land rental difference is significant. The difference is that both of them form a platform effect in the central city or integrated industry value chain like this, or they can lead and promote the development of regional economy through asset replacement and replacement and innovation and creative park development mode. Perhaps this will represent the future development of state-owned assets in counties and counties to promote the development of modern service industry in Shanghai.
