The protection of rights has always been the focus of attention in both international and domestic society. The protection of reproductive health rights in population and family planning has been the focus of government, society and scholars all along. In order to protect the lawful rights and interests of childbearing-age receiving family planning / reproductive health services and promote the quality of family planning services, in 2004, under the framework of the human rights dialogue between China and Australia, the former State Population and Family Planning Commission (merged with the Ministry of Health in 2013 National Health and Family Planning Commission) and former Australian human rights
