通过分析农民工城市住房问题的主要表现和成因,认为农民工城市住房问题是个体理性选择和结构性因素共同作用的结果。从农民工城市住房的准公共产品属性及住房保障的逻辑面向、“农民工公民”的居住权和城市住房的社会公平面向两个层面,阐述了解决农民工城市住房问题的理论依据,进而提出了“公建为体、廉租为用”的农民工城市住房问题解决路径。
By analyzing the main manifestations and causes of migrant workers’ urban housing problems, it is concluded that the urban housing problem of migrant workers is the result of a combination of individual rational choices and structural factors. From the perspectives of the quasi-public goods properties of peasant-workers urban housing and the logic of housing security, the residence rights of peasant-workers’ citizens and the social fairness of urban housing, the paper elaborates the theoretical basis for solving the urban housing problems of peasant-workers. Then put forward the solution to the urban housing problem of peasant workers in “public buildings for the body, low-rent for the use of”.
