进入21世纪以来在党中央、国务院领导下,集体林权深化改革进入崭新阶段。近年来,全国各地纷纷成立林权管理服务中心在集体林权制度改革实践进入全面深化推进阶段。但是,各省份林权管理服务机构在实践过程中仍存在各种问题,笔者认为其主要表现在林权管理与经营权划分不清,机构职能不明确、林权管理设施现代化、信息化程度不高,本文从林权管理与改革的现状出发,结合近年我国林权制度改革之中的经验对独立林权管理服务中心的建设提出可行性建议和对策。

However, there are still many problems in the practice of forest rights management service agencies in various provinces. The author thinks it is mainly manifested in the unclear division of management and operation rights of forest rights, the unclear functions of institutions, the modernization of forest management rights facilities, and the degree of informationization Based on the current situation of the management and reform of forest rights, this paper puts forward feasible suggestions and countermeasures for the construction of an independent forest rights management service center based on the experiences of the reform of forest tenure system in recent years.
