每到月初、季末特别是年关,各级各类干部都要抓下一月、季、年的工作计划,像现在还要制定“十一五”规划。每逢领导下去检查指导工作,通常也有必要听听工作思路。“思路决定出路”是干部们常挂在嘴边的时兴话。 十来年前,我当一家大型商业企业法定代表人时曾抓过部门年度工作思路的交流、评比;我担任区委书记时也曾要求各街道办事处和城郊镇的主要负责人,在区委扩大会上不带稿子畅谈思路,都收到了较好的成效。
