1 工程概况陆浑灌区位于豫西山区,工程始建于1970年,1974年试通水,完成干渠长210km。工程属于“边勘查、边设计、边施工”的三边工程,刚建成便暴露出许多质量问题,填土工程普遍存在碾压不实、干密度偏低的现象。工程运行至今,垮坝、决口之事时有发生,累计已有16次,每次都给灌区带来较大的经济损失。干渠共有填方坝252座,坝下涵洞228座,在第二期除险加固中,通过对工程普遍勘察,结果填方坝有199座存在问题,其中漏水的有137座,其中漏水的有90座,所占比重较大。由于资金限制,本着先除险、后治漏、再提高的原则,对险工部分重点安排,坝体、涵洞漏水的处理较少。目前填方坝、涵洞漏水仍是诱发工程事故的主要原因。
1 Project Overview Lu Hun Irrigation District is located in the mountains of western Henan, the project was founded in 1970, 1974, the pilot water, the completion of the main channel length 210km. The project belongs to the three-side project of “exploration, design, construction at the edge”, and many quality problems have just been revealed. There is a common phenomenon that the filling works are not compacted properly and dry density is low. Projects run so far, collapse, burst of things have occurred, the cumulative has been 16 times, each time to the irrigation area to bring greater economic losses. In total, there are 252 filling dams and 228 culverts under the dams. During the second phase of risk elimination and reinforcement, as a result of widespread survey of the project, there were 199 problems in filling dams, of which 137 were leaking, of which leaking 90 seats, accounting for a larger proportion. Due to financial constraints, based on the principle of first removing danger, then eliminating leakage, and then raising the principle, part of the key arrangements for insurance workers are made, and the leakage of dam bodies and culverts is handled less. Currently filling the dam, culvert leakage is still the main cause of engineering accidents.
