在党的改革开放政策指引下,“七五”期间抚顺钢厂与其他冶金企业一样,全面推行了承包经营责任制。承包为企业增强了活力,但是,在外部原材料涨价、市场疲软、资金极端短缺等困难的条件下,企业如何发展呢?就抚钢这样老厂而言,靠国家投资扩大规模,增加投入,增加产量,都是不可能的。我们认为只有靠技术进步来推动企业发展。为此,几年来我们始终坚持以科技为先导,牢固树立了“科技兴厂”意识,使科技进步成为抚钢提高产品质量,开发品种、增加经济效益的法宝。
