当前劳教场所的执法程序价值普遍不受重视,程序正义缺失,影响了依法行政和执法规范化建设。做到执法规范化可以从实体上、程序上分别进行规范,而程序上如果能做到执法依据透明、事实认定程序化、严格按照流程和权限履行职责、加强内外监督,那么程序正义在执法规范化建设中价值就会很好的得以实现。
