近几年来,我国小水电的发展,对促进地方工农业生产,提高广大农村人民的物质文化生活水平,加速农村的“两个文明”建设,起到了重要作用。根据胡耀邦同志关于积极发展小水电,建设一百个中国式农村电气化试点县的指示和国务院国发[1983] 190号文件精神,今后小水电建设任务将更加繁重。但是,目前发展小水电的资金,遇到了一定的困难。为了继续支持发展小水电,实现胡耀邦同志提出的关于在“七五”期间使一百个中国式农村电气化试点县达到初级标准目标的要求,经有关部门研究对小水电贷款作如下的规定:
In recent years, the development of small hydropower in our country has played an important role in promoting local industrial and agricultural production, improving the material and cultural life of the majority of rural people and speeding up the construction of “two civilizations” in rural areas. According to Comrade Hu Yaobang’s instructions on actively developing small hydropower and building one hundred pilot counties in rural electrification in China and the document Guo Kuo [1983] No.190 issued by the State Council, the task of building small hydropower will be more arduous in the future. However, the current development of small hydropower funds encountered some difficulties. In order to continue supporting the development of small hydropower and fulfilling the requirements put forward by Comrade Hu Yaobang on achieving the primary goal of one hundred Chinese electrified rural electrification pilot counties in the period of “75”, the relevant departments have made the following provisions on loans for small hydropower :
