供电可靠性具有公共物品的性质,而通过市场机制引导发电投资建设以提高供电可靠性必须考虑市场失效问题的影响。文章从公共物品的角度分析了电力市场中行政干预的利弊和发电投资商业化运作的可行性,并从外部性的角度研究了发电投资的激励因素,探讨了商业化发电投资中的外部性影响的内部化问题,提出了相应的解决思路。
The reliability of power supply is of the nature of public goods. However, the impact of market failure must be considered in guiding investment in power generation through market mechanism to improve power supply reliability. The article analyzes the pros and cons of administrative intervention in power market and the feasibility of commercial operation of power generation investment from the perspective of public goods. It also studies the motivation factors of power generation investment from the perspective of externality and discusses the external influence of commercial power generation investment The internalization of the problem, put forward the corresponding solution ideas.
