5月9日,科技部和建设部联合召开了“个城镇建设科技研讨会”。两部五位部长和与会专家就依靠科技进步,提升产业化,发展城镇化,转移农村剩余劳动力进行了广泛而深入的探讨。会议对小城镇建设的战略意义达成了共识,对小城镇的定位是什么,做什么,怎么做以及影响和阻碍小城镇发展的瓶颈问题:人口、土地、资金、资源、可持续发展等问题,如何依靠科技全面提高小城镇建设的整体科技水平和科技创新能力,提出了很多建设性意见,对我国下一步小城镇建设具有很强的指导意义。 这是一次非常重要的研讨会。科技部、建设部五位部长会聚一堂,共同讨论小城镇问题是史无前例的。前几年,两个部的有关部门已作了很多先期调查研究、试点工程、试验示范工作。在前此一个月的时间里多次召集有关专家开会讨论,为本次会议的举行奠定了基础。以期用较大的力度推动小城镇的建设与发展,根本改变目前小城镇建设虚热无序的状况,真正实现城乡一体化,促进我国经济和社会的协调发展。
On May 9, the Ministry of Science and Technology and the Ministry of Construction jointly held the “Seminar on Science and Technology in Urban Construction”. Two ministerial ministers and participating experts conducted extensive and in-depth discussions on relying on technological progress, industrial upgrading, urbanization and the transfer of rural surplus labor force. The meeting reached a consensus on the strategic significance of the construction of small towns, what are the positioning of the small towns, what to do and how to do as well as the bottlenecks that affect and hinder the development of small towns: population, land, funds, resources and sustainable development, How to rely on science and technology to improve the overall science and technology level and the capability of scientific and technological innovation in the construction of small towns and put forward many constructive suggestions that are of great guiding significance for the next step for the construction of small towns in our country. This is a very important seminar. It is unprecedented for the five ministries of the Ministry of Science and Technology and the Ministry of Construction to come together to discuss the issue of small cities and towns. A few years ago, the relevant departments of the two ministries have made many preliminary investigations and studies, pilot projects and pilot demonstrations. In the previous month, many experts convened to discuss the meeting, which laid the foundation for the holding of this meeting. With a view to promoting the construction and development of small towns with greater efforts, we will fundamentally change the current conditions of aridity and disorder in the construction of small towns and realize the integration of urban and rural areas so as to promote the coordinated economic and social development in our country.
