党的十五大报告指出:建立现代企业制度是国有企业改革的方向。要按照“产权清晰、权责明确、政企分开、管理科学”的要求,对国有大中型企业实行规范的公司制改革,使企业成为适应市场的法人实体和竞争主体。要实现这个目标,就要发展企业经济,解决部分企业亏损问题,保生存,求发展,促稳定。本文就发展企业经济、发挥工会作用的问题,提出以下几点思考。
The report of the 15th National Party Congress pointed out: Establishing a modern enterprise system is the direction of the reform of state-owned enterprises. In accordance with the requirements of “clear property rights, clear powers and responsibilities, separation of government and enterprises, and management science,” we should standardize the reform of state-owned enterprises in large and medium-sized state-owned enterprises so that the enterprises become legal entities and competitors that are marketable. To achieve this goal, we must develop the enterprise economy, solve part of the business losses, safeguard survival, and development, and promote stability. In this paper, the development of enterprise economy, to play the role of trade unions, put forward the following considerations.
