人的第一需要是维持生存,在解决温饱的基础上才谈得上读书识字。当今的世界发展很不平衡,太多的人生活在贫困线以下,普及全民基础教育可谓任重而道远。近一二十年来,联合国开发署一直在监测世界人口的发展情况,并在2000年第4期《发展与合作》(D+C)杂志上公布了如下事实:1.全世界1/3的人每天生活费不足两美元。2.在工业化国家,1亿多人生活在贫困线以下;500多万人无家可归,3700万人失业。
The first need of human beings is to maintain their existence, and only then can literary reading be understood on the basis of solving the problem of food and clothing. The development in today's world is very unbalanced. Too many people live below the poverty line and universal basic education is a long way to go. For nearly 20 years, UNDP has been monitoring the development of the world's population and published the following facts in D + C Magazine No. 4 of 2000: 1. One-third of the world's People living on less than two dollars a day. 2. In industrialized countries, more than 100 million people live below the poverty line; more than 5 million are homeless and 37 million are unemployed.
