笔者前不久在江苏省南京市郊县的小城镇调研,通过与县级主管部门交流、实地走访二十多个小城镇、听取小城镇领导与相关公务人员以及部分居民的反映与呼声和实地踏勘等,发现我国目前的城市规划运作机制,特别是在小城镇规划中存在一些机制上的矛盾与认识上的误区,影响小城镇键康有序发展,下面予以简要分析: 1.小城镇发展的政策导向与相关法律的控制方式
