企业的健康可持续发展首先要做到制度先行。企业制度主要包括制度建设与制度执行两个层面。中国移动省市公司已经有了比较健全的规章制度,县公司的主要任务就是有效执行上级公司的规章制度。那么,县公司制度建设又从何谈起?下面以中国移动江苏公司泗洪分公司(以下简称泗洪分公司)为例,阐述如何从制度建设着手夯实县公司基础管理。县公司有效执行上级公司规章制度主要包括两个方面工作:一是正确解读公司制度,即在县公司范围内正确解读和全面宣贯上级公司规章制度,让广大员工了解公司政策与制度;二是县公司制度建设与执行,即通过制定“执行上级公司制度”的制度来推进上级公司制度的有效落地。
