近年来,随着世贸组织新一轮谈判的深入,关税进一步降低,挥舞着贸易保护主义大棒的国家所采用的贸易保护手段和形式都发生了巨大的变化,从上个世纪广泛使用的关税壁垒转向到现今大量使用的非关税壁垒。这一点在食品贸易方面得到了很好的体现。发达国家为了尽量向本国消费者提供产品质量和使用方法的信息,从保护本国环境的角度出发,对进口食品的标签制定了严格的法规。这些法规对维护人类健康和保护环境起着积极的作用,但同时又是一种变相的技术性贸易壁垒,充当着贸易保护的重要手段,给包括我国在内的许多国家的食品贸易造成极大的影响,营养标签就是其中的一种。
