党的十六届四中全会提出重视扩大就业再就业和健全社会保障体系,构建社会主义和谐社会。完善社会保障法制建设是构建社会主义和谐社会的重要前提;制定社会保险法是完善社会保障法制的核心;社会保障法的立法应与其他立法相互配套;要尽力扩大社会保障法适用范围,体现人文关怀;要发挥法律的监督作用,确保社会保障机制落到实处。
The Fourth Plenary Session of the 16th CPC Central Committee put great emphasis on expanding employment and reemployment and perfecting the social security system and building a harmonious socialist society. Improving social security system is an important prerequisite for building a harmonious socialist society; formulating the social insurance law is the core of perfecting the social security system; the legislation of social security law should complement each other with other legislation; and we should make every effort to expand the scope of social security law and embody humanistic concern We must give full play to the supervisory role of the law and ensure that the social security mechanism is implemented.
