一、引言 水产资源虽然是再生资源,但只有合理开发才能持续地利用。所谓合理就是必须保持生物繁衍的平衡,使之不受损害,不因开发不当导致逐渐枯竭直至灭绝。渔具做为开发水产资源的特定工具,对资源的影响最为直接、深远。然而,长久以来,在渔具研究方面,几乎很少联系到渔业资源的整体开发力问题;缺乏对形成生产力的大量使用渔具带来的对生物资源与渔业环境的综合影响进行研究,以致出现许多不可思议的问题。在市场经济发展,生产力形成迅猛的今日,这些方面的问题将更加突出,关于渔具数量控制的问题,自然地摆到研究课题面前。
