全民健身志愿服务是一项具有较强的技术性、较高的社会收益属性以及一定程度的人身危险性的志愿服务活动。作为一种新兴的法律关系,在其实施过程中,不可避免地会发生志愿者意志之外或者活动内容之外的法律风险。对于这类法律风险,应当在事前建立以安保教育、器材保证、告知义务为主要内容的风险预防机制;事中加强应急管理,做好损失控制;事后将风险进行合理的分担。同时,建立相应的保证基金,作为全民健身志愿服务长效化运行的物质基础。
National Fitness Volunteer Service is a volunteer service with strong technical, high social returns and a certain degree of personal danger. As an emerging legal relationship, legal risks beyond the will of volunteers or outside the content of activities will inevitably occur during its implementation.
