2001年,吐鲁番地区工会坚持以邓小平理论和十五大精神为指针,加强和有关部门的合作,以工会组建和特困职工群体帮扶两项重点工作为突破口,落实江总书记“三个代表”重要思想,较好地履行和发挥工会组织的职能。2001年在地委《关于进一步加强新建企业工会组建工作的意见》的统一部署下,地区工会加强了与地区工商局、乡镇企业局等部门的合作,从国有企业、改制企业、乡镇企业到私营工商企业整体推进,最大限度地把在不同所有制企业就业的职工组织到新建工会中来。到年底,地区范围内国有和改制企业96家,外资企业4家,全部重组建立工会组织,乡镇工会委员会组建28个,组建率100％,乡镇企业工会、私营企业工会、个体工商户工会联合
