进入2010年,稀土成为主管部门重点管理对象,国土部出台控制开采量、暂停受理新的开采申请等一系列文件,工信部下发《关于公开征集稀土行业准入条件意见的通知》,旨在提高准入门槛。工信部已将稀土纳入2010年下半年推进企业兼并重组的重点行业名单。
In 2010, rare earth became the key management object of the competent department. The Ministry of Land and Resources issued a series of documents such as controlling the amount of exploitation and suspending the acceptance of new mining applications. The Ministry of Industry and Information Technology issued the Notice on Openly Enlisting Opinions on Accessibility of Rare Earth Industries to improve Barriers to entry. The Ministry of Industry and Information Industry has incorporated the rare earth into the list of key industries promoting mergers and acquisitions in the second half of 2010.
