江主席站在“依法治军”的战略高度,提出了武警部队跨世纪发展的策略方针:依法治警,即把武警部队的编制、体制建设纳入法制化轨道,确保党对武警部队的绝对领导;确立依法从严治军方针,依法从严治警;加强军事立法,领导和推进新时期军事法制建设;依法从严治训,提高部队现代条件下执勤和处置突发事件的能力。江泽民依法治警的思想及其伟大实践,是指引武警部队跨世纪发展的行动指南。
