刚刚闭幕的十七届五中全会审议通过的《中共中央关于制定国民经济和社会发展第十二个五年规划的建议》,高举中国特色社会主义旗帜,围绕坚持科学发展之主题,加快转变发展方式之主线,着力保障和改善民生之主旨,为可以大有作为的重要战略机遇期的科学发展,作出了重大决策和战略部署。这就要求我们既需抓住历史机遇,又需迎难而上、乘势而进。对此,正确发挥社会主义公共财政的职能作用亟为重要。
