一九六一年一月国务院批转国家档案局关于加强城市基建档案管理的报告和意见下达后,省人委便转发了这个文件,指示长沙、株洲、湘潭、衡阳四市试行,并以长沙、株洲为重点试行市。通过两年来的试行工作,取得了一定的成绩,积累了一些经验。现将试行工作的做法和体会介绍如下: 第一,统一思想认识,加强领导。加强城市基建档案管理工作开始时,思想阻力很大。如有的说“过去没有管也过去了,不管也可”;“我们这是最先进的企业,最新式最先进的技术装备,百十年也坏不了,没有图纸(档案)也没关系”。针对这些思想进行了广泛的宣传和动员,基本上统一了认识。各试行市市委秘书长、城建局局长亲自召开会议,进行研究布置。四个试行市的城建局建立了基建档案管理机构,配备、加强了干部力量,
After the State Council approved the State Archives Bureau’s report and opinions on strengthening the administration of urban infrastructure archives in January 1961, the provincial people’s committee transmitted this document, directing the trial implementation of the four cities of Changsha, Zhuzhou, Xiangtan and Hengyang with the help of Changsha Zhuzhou focus on the pilot market.
