广义的公文,当指各类组织在公事往来中发出的各种书面文字材料;狭义的公文,通常是指政府部门用于处理日常公务的文书。在内地,狭义的公文即为“国家行政机关公文”,简称“行政公文”;在香港地区,狭义的公文被称作“政府公文”。为行文方便起见.以下凡论及内地“行政公文”或香港地区的“政府公文”,均以“公文”称之;本文所讨论的“公文”亦为狭义的“公文”概念。
Broad-band official documents refer to all kinds of written materials issued by various organizations in their official business. Narrow-minded official documents usually refer to the instruments that government departments use to handle their daily affairs. In the Mainland, the narrow official document is the “Official Document of the State Administration,” or the “Administrative Official Document,” and in Hong Kong, the narrow official document is called the “official document.” For the sake of convenience, the following references to “administrative documents” in the Mainland or “government documents” in Hong Kong are all referred to as “official documents”; the “official document” discussed in this article is also a narrowly defined concept of “official documents.”
