文章认为，我国国有企业的改革正处在一个非常关键的时期，各级党政部门必须把这一改革放在更加突出的位置，加大力度，加快步伐，大胆地试，大胆地闯，争取再创一个新局面。当前，再创国有企业改革的新局面主要包括三项内容：一是以县为单位的、多种形式的国有小型企业的大改革；二是以大中城市为依托，以建立现代企业制度为目标的国有大中型企业的大改革、大改组和大改造；三是围绕国有大中小企业的改革，政府要进行综合配套的大改革，促进政府职能的大转变和效率大提高。在这新一轮的改革中，由于改革的理论依据、目标模式和经济社会环境及企业状况等都发生了很大的变化，出现了许多新情况和新矛盾，因而必须加强领导，坚决避免政府部门的久拖不决和相互扯皮，再创国有企业改革的新局面。当前主要应采取的对策是：（１）进一步解放思想，统一认识，大胆探索；（２）正确理解“抓大放小”的改革方针，对改革要有紧迫感和危机意识；（３）广泛深入地宣传群众和发动群众，使广大群众理解和支持改革；（４）政府应统筹协调、综合配套，全力为推进企业改革服务；（５）政府要在宏观经济政策和宏观调控措施方面为企业改革创造条件。
