要大力选拔那些人品好、能力强、有政绩、群众公认的优秀干部,就必须努力做好干部政绩的考察工作。结合实践,笔者认为必须处理好以下五个方面的关系。不能只看“说功”,更要注重“做功”会说、能说在一定程度上能够起到总结经验、交流工作、增进了解、加强协作、寻求帮助和支持等作用,在一定条件下也确实比会做、能做见效快。但在考察认定干部的政绩时,不能只看“说功”,更应注重“做功”,既要听其言,又要看其行,更要观其效。江泽民同志曾经讲过:“少说漂亮话,多做实在事。”因此,在考察认定干部的政绩时,更应该看其是否能够放下架子,扑下身子,深入基层,深入一线,掌握基层的真实情况,了解百姓的迫切需要,解决群众的实际问题;看其能否知道该干什么,如何去干,能不能找准着力点、选准突破口, 拿出具体的、可操作性较强的工作方案和实施细则,并在工作中逐步实施,取得实实在在的效果。
