社区是我国经济体制改革和社会发展到一定阶段的城镇新概念,社区是以一定地城为基础的社会群体,社区建设的侧重点在街道、居民委员会所管辖的地域范围之内。建设社区图书馆将是公共图书馆事业发展趋势,建设社区图书馆网络,应该纠正一级政府管一个图书馆、社区的事情社区办等观念。以政府出资、大中型公共图书馆出书、社区组织出馆舍设备的方式联合建立社区图书馆,强化社会教育职能,使社区图书馆与公共图书馆共同形成一个具有社会教育意义的图书馆网络体系。
Community is a new concept of urban area where economic system reform and social development reach a certain stage. The community is a social group based on a certain city. The emphasis of community construction lies in the geographical area under the jurisdiction of streets and neighborhood committees. The construction of community library will be the development trend of the public library and the construction of community library network. It should correct the concept that a government should manage a library and community affairs community. To government-funded, large and medium-sized public libraries, community organizations out of premises equipment to jointly establish a community library, and strengthen social education functions, so that community libraries and public libraries together to form a social and educational library network system.
